Some... Yes... But NOT all... That's where they get you. High Cap Mags, Silencers and "Ghost" Pistol lowers are all illegal. And as of recently, sow are "Ghost" Rifle lowers. They can't charge him for the legal shit like ammo, uppers, barrels and parts... But all that other shit... ESPECIALLY the SILENCERS, which is most likely the source of his trouble in the first place, since you need a Tax Stamp for them and probably why Homeland was involved. Saw a vid the other day about some dude who had ATF show up at his door because he had purchased "Fuel Filters". Turns out the dude is actually a Diesel Mechanic and what he ordered actually WERE fuel filters, but ATF has been tracking purchases for them.It sounds like much of what was seized was legal parts. I'm curious. What happens to those legal parts?

Does this mean that as long as it's not assembled you're fine? Is that just for pistols or for rifles too? If that's true, someone could have a not-so-NYSAFE rifle and just separate the upper from the lower until they're ready to fire.Pistol lowers aren't pistols until assembled into a firearm.
You could just build your glock with a 26" barrel and it'd be a legal "other", permit or not.
I don't believe the 80% laws have passed, and once they do it'll be another 6 months or a year before they are in effect.

I believe they are produced as a pistol. When I was looking at a shop at AR lowers those made as pistol lowers all had fixed mags and those made as rifles did not. I believe you are correct for factory glock lowers (although the once a rifle always a rifle thing doesn't work the other way, so it's inconsistent).I believe they are produced as a pistol. Well, there goes that idea! ya snooze ya lose.Passed on July 24th. Under the new law, only Licensed Gunsmiths can purchase them. Plus they will have to serialize ALL finished lowers and register them. Private Citizens will not be able to purchase them at all. That would be my defense for the unfinished ones. Purchased before the law changed. The assembled one and the silencers (Which are absolutely 100% illegal in this shithole), well... He's going to have a major issue with them...

Considering a 0% would be just a block of metal or plastic, does NYS consider a block with a hole in a 1% lower and thus illegal? Where is the cutoff? 50%? 25%?
Let's say they did specify 80% lowers - would it be possible for a company to design something called (for example) a 75% lower and by-pass the law?

I can slap a serial number on anything. The law makes that illegal, unless I have an FFL and record and retain all the registration details.

All long guns made in the last 50+ years have been registered.But wouldn't that be any rifle/shotgun? None of those are registered.
And i thought it was the Right of Americans to build firearms for themselves without requiring serial numbers or registration?
(I'm sure they are changing this - after all, they've already demonstrated they do not believe in "Rights".)
