I don’t understand why shots have to be fired at lone dogs. Joggers, mailman, ect encounter dogs of all sizes and always manage to stop the attack with a swift kick or punch. Those that do get bitten just end up with minor wounds.
I can see if being attacked by a pack of dogs or if the dog is a really large fighting breed but other than that they are easily fended off.
Even CCW carriers have extremely low numbers as far as killing dogs go.

Not terrible luck. He did this without any luck playing a part. He will be ok don’t you worry.
Alot of LEO departments have policies that protect cops as long as the dog was acting "aggressive".
They descibe aggresive as a dog growling, barking or simply approaching the officer.
MOST dogs will do one of those 3 things when approached by a stranger.
This clears the cop in 99.9% of dog encounters.
Remember the 9lb dog shot by the cop a few months ago? Well, the dog was barking and approaching. That cop was fired for firing his gun too close to a citizen. The dog shooting was ok.
Pepper spray and tazers can be very effective against a dog. Especially an untrained dog, which is 99% of dogs.
Ill tell you this, if a cop comes to my house my 2 Masiff/Great Danes WILL approach them. My dogs are very well socialized and trained, they are around strange people all the time, they are harmless, but they will approach, its their job.
Luckily in 20 years on this property, cops have only been here once for a non criminal reason. Both cops were in awe of the 400 pounds of dog approaching them and bothleft with plenty of slobber on their uniforms. Not my fault, they insisted on petting and loving my dogs.
They at no time feared 2 extremely large dogs coming at them.
However, they both said at first they thought they may need to change their underwear.
And, we need to remember that some dogs are not easily handled by fist fighting them.
Both of my dogs can take multiple kicks and punches from most grown men without taking devastating damage. They know to control the hands first.

For this one property there was a note on the work order that said
"Dog is 'Lucy' very friendly."
Lucy turned out to be an enormous great Dane, white with black specks and was extremely friendly indeed. She charged right up to us and skidded to a stop, tail wagging furiously while she waited for us to pet her. Its unfortunate to think that Lucy's size and friendly demeanor could have potentially gotten her killed.

When something tragic happens and then the department defends it with "he followed policy" it really burns me.
That's worse people.
One cop screwing up is bad, sure, but it's going to happen.
But when you turn around and say "no, he didn't screw up, that's the outcome our policies are designed to create" things are much much worse.
Whether that's the outcome your policies are intended to produce is irrelevant, if that's what you got, and you say the policies were followed, than that is what they were designed to do.
Saying "he followed policy" is saying "we're OK with what happened, and next time those circumstances arise, that's what we want to have happen again"

First off, it's incredibly difficult to die from an arm wound, whether it be a puncture, slice, etc.
If the dog is going to attack, the non-shooting arm is sacrificed as a target for the dogs aggression... And the shooting hand has options then! Because it would be hard to miss the dog latched onto your arm! Will it hurt!? Damn right! Will it kill you? Not a fucking chance...
And yes, maybe the Postal Inspector should offer cross agency training for canine control!? Lol
Indiscriminate discharge of weapon even at a perceived threat with wanton disregard towards collateral damage is reprehensible. Too many rely upon the firearm to control things that can be controlled otherwise.
