People aren't fully reading the " Jose Webster Untraceable Firearms Act " It will make it a FELONY to do anything but clean your gun unless you are a licensed gunsmith (*FFL*).

Meaning

• You need to change a broken part?: FELON
• You want to install a new accessory?: FELON
• You want to use a different scope?: FELON
• You want to put a choke on that shotgun?: FUCK YOU, YOU ARE A FELON.

§ 6. Section 265.10 of the penal law is amended by adding a new subdi-
vision 8 to read as follows:
8. ANY PERSON OTHER THAN A GUNSMITH DULY LICENSED PURSUANT TO SECTION

Now lets also think about this, Its already hard to find companys who will Mail Ammo to NY residents, Some don't even allow 80%'s or any Parts. With this law it will make it even worse, since only a licensed gunsmith can legally install the parts you will probably need to mail that Detent, Pin, Gip, Scope, Etc.. To a FFL and pay the fee aswell.

They are using the terms "Ghost Guns" and "Untraceable Firearms" to do what they really want, make it close to impossible to own a firearm legally. Its a bait and switch.

People have read it and this has been talked about on this forum extensively. I’ve brought it up a number of times as well as others. Carry on though as everyone needs to know about this.
The way it’s worded I believe is routine cleaning and maitenance so while it’s not really defined you will not be able to get any parts shipped to NYS.

Yes you can transfer it. You would likely have to go through an FFL to get them off your permit and send them to an FFL in Texas.

There's nothing keeping him from storing his property out of state.

FFL is only needed for a transfer. If he retains ownership and is just storing his property down there nothing needs to be done.

If I transfer them, then legally they're his from a liability standpoint. I trust him enough to transfer them back to me, but legally he'd be in charge of them till I could move.

They don’t need to enforce the retailers will. You go to buy a trigger for your 1911 and it will say can’t ship to NYS. You’ll walk into a gun store to buy that same trigger and they say sure I can have it for you in two weeks. That $25 trigger will cost you $35-$40. You’ll go back in two weeks to pick up that trigger and the retailer will say oh I can’t release it to you because you can’t install it you have to lay my gun smith $100 to install it. So now that $25 trigger will cost you $140 plus tax.

The missed point by all is that by requiring all gun work by a licensed gunsmith in effect registers guns as they come in. All them old guns that never been on a form 4473, will make it finally to a list. Takes a while, but the other list producers are the FFL transfer requirement in the UNSAFE by FUAC and the ammo database is yet another. Then you may of seen, the gun transferred is now listed on a front page of the 4473 for easy scanning for data collection purposes.

Those with homebuilt and 80% guns get hit hard with this, they will HAVE to register it if they want to fix a part or change something since the stores will not sell them the parts directly and they would have to use them to install it, thus making the store register it.

In a way your right, but time is the key here. Over time guns will break and parts wear out so little by little they start getting the guns and locking owners up just like the (un) safe act. Just one guy at a time!
