It is dated info, but I have seen analyst reports identifying significant infrastructure investments in Russia to help ensure survival of large swaths of their population during a nuclear war. I know of no such investment here except for some of our ruling class. (guised as Command Centers, Recovery Management Centers)

Could they really do enough though, with the amount of warheads that would drop on Russia you'd think between surface building destruction and the amount of radiation in the air and weather patterns, you wouldn't want to be on the surface for a good 50yrs anyway.
