PUBLIC HEALTH DIRECTOR’S ORDER

In the Matter of the Quarantine of YOUR CHILD 2010-12-09

Pursuant to Section 2100 of the Public Health Law
________________________________________________

WHEREAS, 2019 Novel Coronavirus (2019-nCoV), an infection associated with fever and signs and symptoms of pneumonia or other respiratory illness, transmitted from person to person predominantly through droplet transmission and, when spread in the population, has significant public health consequences; and
WHEREAS, 2019-nCoV has emerged as a significant health crisis in the State of New York, with tens of thousands of infections and several thousand deaths having occurred as of the date of the within Order; and
WHEREAS, the Governor of the State of New York has issued a number of Executive Orders intended to slow the spread of 2019-nCoV in order to protect the health and well-being of the people of the State of New York, including orders closing non-essential businesses and directing the people of the State of New York to practice social distancing; and
WHEREAS, on February 1, 2020, pursuant to 10 NYCRR Section 2.1(a), Dr. Howard A. Zucker, as Commissioner of Health of the State of New York, designated 2019-nCoV as a communicable disease under the State Sanitary Code; and
WHEREAS, on February 6, 2020, the New York State Public Health and Health Planning Council ratified the designation of 2019-nCoV as a communicable disease under the New York State Sanitary Code through the adoption of emergency regulations amending 10 NYCRR Section 2.1; and
WHEREAS, 10 NYCRR 2.25(f) defines “personal quarantine” as “restricting household contacts and/or incidental contacts to premises designated by the health officer,” and
WHEREAS, the New York State Department of Health (NYSDOH) guidance indicates that persons exposed to, living in the same household as, being an intimate partner of, or providing care in a nonhealthcare setting (such as a home) for a person with symptomatic laboratory confirmed 2019-nCoV infection without using recommended precautions for home care and home isolation are subject to movement restriction; and
WHEREAS, the Oneida County Department of Public Health has identified you as having been exposed to, living or having recently been living in the same household, being an intimate partner of, or providing or having been providing care in a nonhealthcare setting for a person with symptomatic laboratory-confirmed 2019-nCoV infection, without using recommended precautions for home care and home isolation, and therefore movement restrictions are appropriate consistent with the Centers for Disease Control’s (CDC) guidance and the NYSDOH guidance and the Governor’s Executive Orders; NOW, THEREFORE, by virtue of the authority vested in me by section 2100 of the Public Health Law of the State of New York and 10 NYCRR2.25(f) as Public Health Director of Oneida County, I do hereby:
ORDER that, effective 2021-03-24 OR IMMEDIATELY upon your receipt of this order, you are hereby directed to travel directly to, if not already located there and remain quarantined at YOUR FKN HOUSE, as a result of having been exposed to a communicable disease as defined in 10 NYCRR Section 2.1, specifically 2019-nCoV, consistent with CDC guidance, the NYSDOH guidance and the Executive Orders of the Governor of the State of New York issued during the period March 7, 2020 to present, as described above, until 2021-04-03;
ORDER that, while quarantined you shall report your health condition daily to the Oneida County Department of Public Health via telephone and text.
ORDER that, if YOUR FKN HOUSE is a detached structure, you may go outside while remaining on the premise, but shall not leave the premise or come within 6 feet of any person who does not reside on the premise;
ORDER that, if YOUR FKN HOUSE is a multiple dwelling structure, you shall remain in your specific dwelling and in no instance come within 6 feet of any other person.
FURTHER, I DO HEREBY give notice that you have a right to judicial review of this order and to be represented by legal counsel or to have counsel provided and that if you qualify to have counsel provided, such counsel will be made available. Moreover, you may supply to the County Health Department the addresses and/or telephone numbers of friends and/or relatives to receive notification of your quarantine. At your request, the Oneida County Health Department shall provide notice to a reasonable number of such persons that you are being quarantined.

I've gotten two of those so far. Both times I got 2 weeks off. I got more stuff done at my house in the last year than I have since we moved in.

I remember in the before time going to work and school sick. It sucked, but I toughed it out. Covered my mouth when I coughed or sneezed (see kids, we used to understand when you actually needed to cover your face.), maybe took a day off or so. No mass casualties happened.

My kids have had to quarantine a few times. We get notifications for positives for all the schools in our district. There has never been a 2nd positive close enough to the first to show that anyone in school has passed it onto another student. Yet, they have to quarantine for every positive.

On a side note, my wife is a teacher in the same district and is with her class every day. She DOES NOT like it when they have to go remote. My kids are in class every other day, remote every other day. We are looking forward to them getting back in class full time. They are old enough to stay home alone and can take care of themselves, so our opinion has nothing to do with any kind of 'burden' we face with them at home half the time. We just know the education they are receiving is not very good right now.

I don't have kids but I follow my local school district on social media. Unless I'm misunderstanding their posts every time someone tests positive the ENTIRE school goes remote. It's a small school with just one campus/building but still.
