So the key qualifier is the action? Or is it the action plus the ability to accept a detachable magazine?

If it is registered as an AW it cannot get anymore assaultier if you put more evil features on it. That is a bolt action pistol, assault weapon rules do not apply. 10 rounds is fine in most of NY some jurisdictions require no more than 5.So as I understand the law , this pistol would be legal, as long as it only held 7 rounds. ..
I'm not as familiar with the registration section (because fuck registration) but it looks like there is provision to register an "assault weapon" if it has been recently transferred to the state. Depending on the circumstances and interpretation of "transfer into state," you might be able to legally register an assault weapon? With the blatant bias of NY courts (especially those near the city) I'd consider that pretty close to playing russian roulette with 4 cylinders loaded.
