Is the Erie PA sherrifs office good about this or should I go to a different county?

Erie is GTG. If they're caught up, you may get it same-day. If they're backed up, they'll drop in in the mail and you'll usually get it within a week. Be cautious going in around lunch time or towards the end of the day. They push high volume through there, so they may cut off lines a little early to allow for breaks and getting home on time.
They've changed up their process a little bit in the last year or so. When I first got mine, you could go in at any time on any day. When I renewed, they were only accepting out-of-state applicants on specific days.
Otherwise, you only need $20 cash, the completed application, and your NYS permit. I made a copy of my permit and my NYS DL (front and back) on the same sheet before I walked in. They were most grateful for that.

I just went to their website, and it appears as if the day-of-week restriction has been removed. I suspect it was probably originally implemented to better manage traffic and social distancing during COVID. Not saying I approve, but at least it's no longer an issue.
Whats up with locking your phone in a old lady cigarette purse? Anyone else have to do this when you went to the sheriffs office?

That said, note that without a PA LTCF, so long as you have a pistol permit from any state, you can legally transport your pistol in a vehicle (in any fashon) and openly carry it anywhere but the city of Philadelphia (or commonly prohibited places such as courtrooms).

I'm aware. I'm going to move my firearms probably to PA before my recert is due, in case of any NY funny business. There is nothing preventing me from doing so, and it takes NY completely out of the equation if my pistols don't reside in the state anymore -- they can pound sand.

This is good to know. I have already consulted with a family member in the state in case something goes down with the PPs here. It would be nice having something like this if I got stopped with 20 pistols in my car en route to a safe zone lol.

You'd be surprised at how many people don't know this .
I always do my permit in McKean County. The Sheriff's office in Smethport is the issuing authority. Smethport is maybe 15 miles off of rt 219. The office personnel have always been very nice and helpful, and since it's a small rural county, there's rarely any issue with them being busy.

I'm sure it's many. It's hard enough to keep up with the gun laws in our own state, never mind the gun laws of other states. Particularly items like this that are not spelled out in the law, but derived from the text and case law.

In case this may help someone, having a restricted NY state permit (hunting, target), I've been looking to get PA non-resident permit and the closest county that would issue me one (having restrictions and all) turned out to be Centre County, PA. A bit of a drive, but they didn't care about the restriction and issued a standard PA LTCH on the spot in about 20 minutes in and out. The PAFOA page on which counties issue to non-residents is outdated. Most of the counties near the tri-state area don't want to deal with out of state requests and the few that do have a problem issuing one to a NYS resident with restrictions on their permit. Call the sheriff office first and confirm before making the trip.

If you're going to Smethport, there's a really nice gun shop in St Mary's a little further south, and another in Clearfield, south of St Mary's to check out. Elk County Ammo & Arms in St Mary's and Grice in Clearfield.

The wife and I go to Centre County. In and out in about 20 minutes. It’s a bit of a drive but we make it a fun day trip.

Adams County was the go-to location even for NY Restricted Permits. I guess the word got out and they got flooded by NY/NJ residents. Only 2.5 hours each way from NYC.

I have hunter safety, NY, PA. No Florida. I have had my NY permit for over 5 years.
