Technically everyone driving with a cell phone in the car is breaking that law.
But law doesn't seem to mean much anymore. It's just an excuse to harass people that "need harassing". So, if you piss off the wrong people they will find something, and if you don’t, anything can be overlooked.

I agree that a life is a life, no matter the occupation of the individual. I dont believe there should be a stronger penalty for killing a cop than a homeless guy.
The issue here is that these 2 people were shot BECAUSE they were cops. And the reaction of people glorifying that shooting is horrific. If that wasn't a marked car, and it was 2 people just sitting there having lunch, they would be home with their families right now. And the outrage stems from the fact that pandering politically correct politicians have painted a target on the backs of LEOs in this country.
The penalty for intentionally murdering anyone without extenuating circumstances should be death without exception regardless of who is killed. If we properly punished homicide perps, there would never be an argument as to "who is worth more than who".
