I honestly think what we need to do is start electing and pressuring our local legislative (i.e. congressional representatives) to actually... legislate. Hell, that goes for our rubber stamp state legislature as well (which might be even easier, actually since they're even more local than the folks that go to DC "for" us).
Of course this requires something most of us don't have time for- to sit down and scrutinize them in real time, very publically. Laws need to be written clearly, concisely, and with specificity. No more "this law authorizes Agency X to pursue goals Y and Z" without saying how they can (and cannot) implement policies and procedures to get there.
