You are assuming quite a lot. They have little to no idea who the shooter is, nor do they know his motivation for this killing.
I have no clue what this word game thing is with you, I have been quite specific in my opinions on this.

Another thought, not sure if it's been pointed out or speculated yet. What if each of the malfunctions was actually intended and the ejected unspent round had the words on it. This would indicate the shooter didn't load the mag, which means it probably wasn't his gun. Which means someone else wrote those words, was this done so to make it look like revenge when it was actually a hit job?

What would the end game be with that? CEO is still dead, shooter is still unknown. Motive really does not have anything to do with this, only maybe where the investigation stops.
If they wanted it to be a hit with no questions, they should have mugged him with a blackface mask and killed him in the process. It would have just been a tragic mugging gone wrong.

My mom needed chemo pills for her stage three ovarian cancer. The pills cost something like $28,000 and the oncologist prescribed them for her to take for three years.
That's $28k per month.
Insurance wouldn't pay for them at all, or very little if I recall of that portion. They had to get grant money the hospital received. Luckily she qualified.

Dental insurance is such a scam. I rarely get it. They have discount cards that give you just as steep of a discount, just the pricing, and are reasonable cost with more people that take it sometimes. Just get a discount plan.

Here is something to ponder that I have not seen brought up. This guy is very comfortable in a urban setting and is able to navigate NYC (Hostels, busses, taxi, scooters, central park etc) . He has spent significant time there before and likely lives in the core of a large city if not previously NYC

I have no doubt that this could happen but its too early for it to have an affect. No one is going to bring up this incident if/when those talks occur, its going to be forgotten about in weeks. If there were positive traction in congress and suddenly this happened it would much more suspicious, but then again the target would not have been someone that could be hated. They would need to tug the heartstrings, pregnant single mother volunteering at the homeless shelter.

From the visual look of him, he's a relatively young guy. But from the (relatively) sophisticated planning of his getaway and understanding of high tech surveillance, I would not be surprised if this was a guy who worked in IT as a programmer or something. A lot of people are so ignorant of the black box in their hands, they gloss over how much it monitors them. This guy doesn't seem oblivious to that.

Might be a long shot, but I'd compare that amount to denied claims. Maybe there's a correlation.
Seems to me there are two possibilities, a personal vendetta, or this was a contracted assassination with the intent to send a message.
The "deny, defend, depose" engraved on the bullets is a twist on the "delay, deny, defend" reference. The difference "depose" could mean to eliminate or to take testimony from. It fits either way.
Several UHC execs are under investigation. Could this have been a veiled message that this was a contract killing and not to cooperate with authorities? Or simply raging against the machine?
It seems this execution was too well planned to avoid immediate capture and yet to risk leaving clues behind.
It ends in a shootout, suicide or sipping drinks on a tropical beach. Maybe a manifesto as well.
