You didn't say anything about mentally fit people, I did. But what you said was that you think people should be forced to carry in a manner that coincides with the state laws. My point is that many state laws, like New York, are restrictive on the 2nd amendment by limiting magazine capacity, and then you have New Jersey were you can't carry hollowpoints. Those Laws are ridiculous and if there is a federal standard then it should simply be exactly as the 2nd amendment states.

They way I understood it is that the laws still apply for the state your are carrying in, e.g., a permit holder from TX will be limited to a 10 rd mag while carrying in NY. Similar to how you have to obey differences in traffic laws even though a drivers license is good for all states.

It did not pass. It's being voted on now. Those previous votes were on procedures.

If I understand the proceedings enough, yes it has, now the Dems from NY are just crying and wanting an official electronically recorded vote. Another 5min delay for the inevitable. Never mind, I see the different text on the screen now. No matter, Ryan will do his deed to kill it in the Senate.

No. A permit holder from Texas can carry any pistol (including AR pistols), magazine (including 30 rounders), or ammo (including hollow points) in any state. The only provision one has to abide by in regards to state law is if a state has laws that allow private businesses to ban carry in their businesses or in their government offices, buildings, or state parks or if it mandates the pistol to be concealed.

Disclaimer. I'm no expert. I'm only going by my understanding of English and how it's written.

A federal judge can always skew it to whatever he wants to say it means if challenged.

Don't get your hopes up. If this was to miraculously pass, we would have to hope that other states will continue to still issue non-resident licenses. If they don't, your AR pistol and standard capacity magazines for it will become illegal once your non-resident license expires.

I have a feeling that will happen eventually. Just my gut.
