I'm sorry but carrying with an empty chamber is still not safe enough for me.
If you really want to be safe, empty chamber and no magazine ((also must have a thumb safety on, trigger dingus thing, and a grip safety (oh and also words telling me where to grip the gun)) then and only then is it safe to carry. I mean it only then takes me 9 seconds to draw and insert magazine and then chamber a round. And most of that time is spent getting stabbed, beat or shot, so really no different than no round in the chamber other than now I'm actually safe
