Dude. If you like a Mini 14, get a Fightlite lower. It’s been recommended to you over and over by guys with a lot of experience.

If you didn't live so far away, I'd let you try out some NY legal rifles.
Primarily the Ares/fightlite lower, which I've used to build dozens of rifles for fellow slaves with total satisfaction.
I just wish that fightlite would make a slave state 308 lower.
I also make a kit to make all brands of M1a's fixed mag, but you can only feed it singularly with a scope mounted or with stripper clips using iron sights.
No need to butcher an M1A and make it a glorified Garand.

In case you aren't familiar with the AR design, the "lower" which contains the trigger group is a separate piece that is attached by two captive push pins to the upper, which contains the bolt and carrier and to which the barrel is attached.
The lower is the serialized portion that is legally considered the "firearm", the upper is a non regulated component that can be purchased and shipped like any other non regulated rifle component such as a barrel or other part and shipped directly to your home if you should so wish. The FightLite lower is available for sale on its own, this would have to be shipped to an FFL and you would do your background check to take possession. You can then attach any AR15, NY compliant upper to the FliteLite lower. Doing it this way will allow you to avoid overly furtive NY gun shops and their often incorrect knowledge of unSAFE Act. Though this dealer is correct that a threaded barrel is a no-go in NYS. Their are plenty of non threaded AR uppers available that are NYS compliant. Some food for that: A 18" non-threaded barrel is about the same length as a 16" barrel with a typical muzzle device and a 16" unthreaded barrel is about the same length than a 14.5" barrel with a pinned and welded muzzle device. For an 18" barrel get it with a rifle length gas system, for the 16" a mid length. This simply refers to the length of the gas tube and increases the time before the action unlocks as the tube gets longer relative to the barrel which generally produces a smoother recoil impulse.
No need at all to fix the magazine on any M14 pattern rifle, just leave of the muzzle device. Both Springfield Armory and the high end manufacturer LRB offer NYS compliant models.
I have no doubt other manufacturers also have compliant models as well.
The Mini 14 has been mentioned and is also a very good NYS compliant semi auto rifle. I just don't think they are particularly cost effective anymore. Given the method of construction I would think Ruger could reduce the price some. Perhaps they don't want to cannibalize their AR15 sales?

Keep in mind that the dealer’s lack of interest in transferring something you could buy online could be profit based. Getting paid a transfer fee and a few dollars to pin a thread cap vs the margin on a rifle may be unappealing.

I don't believe so, and it may be a cost issue. The complete lowers are MSRP 600 and most gun shops are bringing in budget cost rifles and making them compliant for like $200 then selling them for 600-800 making a massive profit, while the scr being a much superior choice (for those that know) it would probably just take up space and have very little profit margins

OP, buy a featureless AR-15 with a Thordsen Gen 1 stock and be done with it. Then you have what you really want, which is a fully functional AR.
Fixed mag AR is like playing with yourself with winter gloves on. They are suitable as varmint or target guns, but shouldn't be your one and only AR.
$600? For a lower? Highway robbery! Still if that is what I'd have to pay, I'd pay that premium over an thordsen stock. Those things are an ergonomic mess! And I'd also strongly consider a Mini 14 were I still in NY. I would also try to track down a KelTec SU-16 CA. Those would be my big 3 options. SKS.... I suppose, I mean I had one. SKS stripper clips are a hot mess though.
Actually add in the Saiga sporter and make it a big 4. I'd actually take the sporter over the Mini 14.

Then I had the issue of looking at it. It reminded me of Cuomo every time I looked at it to the point that it made me sick so I sold it and just bought a Ruger PCC.
People in free states are buying Ruger PCC’s and some even Fightlite lowers. It isn’t taboo like a Thordsen. Some people just prefer the traditional stocked look.

One of the local gun shops up here has 2 SCRs on the shelf. I think Gander outdoors in Watertown does as well.
Keep in mind that it includes the carrier required to make it work with any upper. They sell the carrier for 200 dollars by itself. I bought two extra carrier just to build spare uppers for my SCRs.
