I agree. But also the qualification portion would likely be struck down as well. But these court challenges would take over 30 years. The SAFE act is still grinding away. Life is too short as it is.There will be legal challenges but the safety certificate might pass a court challenge. The other restrictions like “ 15 people” or public transportation probably won’t pass a court challenge.
I think it will come down to the wording of the decision that SCOTUS is about to hand down, but a safety certificate, I can see the courts allowing that. Just as I see that they will not mandate constitutional carry either.I agree. But also the qualification portion would likely be struck down as well. And how will that work out? There are way more democrats in NYS than there are republicans. The democrats have a supermajority in NYS. Well, except for the ones that vote the way their union tells them, of the ones that are too lazy, of the ones that watch CNN or NBC for their news or the intellectual ones and the really really smart ones or the ones that think they are racist because they are called racist by racists, the ones who are too high and mighty or too old to read an email or own a smartphone. By all means complain to your local reps. Let them know how angry you are. You have to at least try.

You have 3 realistic options.
1- comply
2- non compliance. Just flat out ignore it. And if you get jammed up from a jackbooted gestapo agent keep fighting it to get it to circuit courts or SCOTUS. odds are the DA will drop it because they won't want the law being tested.
3- move to a deep red free state where they will straight up rebel against this bullshit. (Off top of my head states like TN, WV, KY, AR, OK, TX, SD, ID, WY, MT should all be safe from this crap and their citizens will stand a very real chance of actually armed conflict if their politicians try that crap there

"Firearm" means (a) any pistol or revolver; or (b) a shotgun having

any weapon made from a shotgun or rifle whether by alteration,
modification, or otherwise if such weapon as altered, modified, or
otherwise has an overall length of less than twenty-six inches; or (e)
an assault weapon.
Having a CCW in NY takes (A) right off the table.
End result = you need a safety cert for guns you can't legally own anyways.

When it comes to NY pistol permit SCOTUS will stay as narrow as possible in it's ruling. It should find that NY is in violation of 2A simply because the state requires a person demostrate cause or forced restrictions. That said, the state knows this ruling will likely not be in their favor and will have the above legislation in place to restrict immediately anyone that files for an amendment. Which in IMHO wouldn't be unnecessary since the restriction is found by the court to be unconstitutional. At that point all carry permits are valid without restrictions. But of course the state will try to say otherwise and try to put in effect new policies for renewal. Yet another court challenge. See how it works? I have to qualify for LEOSA once a year. It is a pain to schedule.
