What’s the deal with online ammo sales?

First of all, please forgive me if I’m beating a dead horse here. I am looking for clarification on weather ammo can be shipped directly to individuals in NYS? Information is conflicting on different sites and I don’t want to inadvertently violate the law. Do ammo sales need to transfer through a FFL, or no?

It does not, but you are quite limited to which companies are willing to ship directly to individuals in NY. One company’s explanation with link to MOU is News & Press Releases

It would be nice if others recognized it was ok to ship.

The problem is many retailers will not ship to NYS. Some will ship to NY if you use an FFL (retailer's policy). Other retailers have no problems with shipping it to your home.
It is not mandatory to have a FFL transfer the ammo.

Keep in mind that NYS has in the past threatened and bullied online retailers so many are reluctant to identify those retailers that will ship to your door but there are a few.

As stated, there is nothing in the law that says amko cannot be shipped directly to an individual. Even with the passing of the Safe Act it was never illegal to ship ammunition to individuals. However, gun shops that see an opportunity for more business certainly will be glad to do ammo transfers at whatever they see fit to charge.

I've blasted people in the past, because they fail to use the search function, not because they asking. But for the matter... Asking a question online about complying with a Law, any law, is pretty funny because when you're in court, telling the judge that the "forum" said I was alright would be an interesting defense! Point is, you need to "know" the law... How? Simple... "READ" it... It's plain language and readily available for all to see. As for retailers who will ship? Geeeee, how about make an order, an ship it and see... You'll find out quickly who does and who doesn't. TS USA has been straight up from the get go because they did the same, they had their legal team review the safe act and knew they were in compliance shipping to NY. Can't say the same about other online retailers an as a NY resident, I don't support those who run afraid of letters that have no legal weight to them. Now it in the future, I do not buy a damned thing from them. Lastly, even if you find one who ships, the law places the burden of responsibility on the "seller", there is no wording stating what the "purchaser" must do. So I fail to understand why people continually think "they" are in jeopardy by purchasing online.

If I lived in NY I very likely would partake of that service. As it it I mostly buy from SG Ammo (Gun Jesus buys from them too). Sadly SG does not ship to NY.

There was a rudimentary "background check system" contained in the law but someone decided to not have it followed. It's in the law plain as day that ammo sellers on 15 Jan 2014 would check IDs and write this in a book and what was bought. Using this system would of not have been liked as long lines everywhere, then made the requirement for "face to face" possible and there goes your mail order, telephone and online sales as prohibited.

Some places on GB will ship to NY. I have a keeper of ammo for our club and it's never been an issue until the other day when Brownells said they would only whip to my club so my FFL down the street will receive it Thursday. I'll take some Bourbon down when I pick it up.
