@whauburger if you enter the frequency manually for listening, in your area you should eventually hear some traffic on 146.625, 449.875 and maybe 145.250

Just download the CHIRP program, get the official cable from Baofeng itself so that you do not have to download drivers and PM or post here or on another thread on how many channels you want for simplex, what public safety frequencies you want for monitoring, and anyone of us will tell you what numbers to input into the columns.

So here's another dummy question. I'm contemplating a handheld for mobile/the truck and a base of some kind for the house.
Is there any value to also having a scanner at this point (either a handheld or base)?
Bear in mind the last time I thought about radio at all was in CB times back in the late 80's/early 90's.

Handheld radios scan different channels at a fraction of the speed that a dedicated scanner can scan.

in the house I have a cheapo QB25 with an external antenna which acts as my base station. The radio is tiny (one on right) and I’m seeing if it’s worthwhile to put into the truck.
for me, the scanner was more than I wanted to spend since it’s rather specialized to hear the digital stuff. Most of the local PD, EMS, FD, etc have gone to Project 25 which requires a modern $$ scanner. Some you can still hear on the baofengs and other analogs, but most are moving away from that to more secure stuff.
