A gun is loaded when there is a magazine in the gun, if the gun takes a magazine, and there is a round in the chamber.
A revolver is loaded when there is a round(s) in the cylinder.
A single shot gun is only loaded if there is a round in the chamber.
If there is no round in the chamber/cylinder, the person is carrying something similar to a rock.

So every gun in a gun store is loaded per the questions.
Must answer per the question as it is stated, not what could happen.
The magazine and or clip can be loaded the gun is loaded when a round is inserted into the chamber. Not what could happen if a person did this that the other; read the questions.
Edit - any weapon that works double action (no racking only the pull of the trigger, revolvers) can be considered loaded.

Could you clarify your position? I am a bit lost as to your response and truly would like to know your opinion. I will do the same if the question seems ambiguous.
The scenario is as follows;
A firearm (semi auto in this case) has a magazine inserted in it. Said magazine has rounds in it. Therein lies the question and potential answers;
No if there isn't a round in the chamber
Yes as the presence of rounds in the magazine is considered loaded.
Additional scenarios, the what ifs, were intentionally left out and limited for clarity, as what iffing could go on ad nauseam.
Again, I am truly surprised at the division of opinion on this as I have made some assumptions regarding us gun owners. They are as follows;
We are all knowledgeable in the basics of firearms
We are all responsible gun owners.
We ( generally) agree on firearms as a whole and the basic reasons for firearm ownership. ( note the word generally, as getting and group greater than say 5 people to consistently agree on a topic can be challenging)

Loaded when a round is in the chamber ready to be fired; on double action where one pull of the trigger will LOAD and fire a round is loaded. Depends on the weapon function; if the trigger is pulled will it fire. If no then not loaded, if yes loaded.

The "presence" of a magazine in the firearm should always be treated as a loaded firearm,
because you can not see if it has rounds in it, or not, until you remove the magazine.
I "consider" every firearm IS loaded, and i treat them as such,
until i have inspected the firearm to clear my question IF it is: loaded or unloaded.
Chambered: ready to squirt

This is inconsistent. You say that a semi has to have a magazine inserted and one in the chamber and a revolver "a round(s)" in the cylinder. That means the revolver would be loaded even if only 1 round was in the cylinder (I agree). Even if that round wasn't in line with the barrel with the hammer cocked or next in line with the cylinders rotation for the hammer to drop on it? If I loaded every other chamber with a round would that mean that the revolver was unloaded every other trigger pull? We are conflating loaded with ready to fire, aka chambered.
ETA is a single action only gun like a 1911 unloaded with one in the pipe and the hammer down?

Good question. I think it was assumed the mag had ammo in it because of the question about a round in the chamber. But to answer your question. No. If there is no ammo in the magazine the gun is NOT loaded. Unless there also happens to be one in the pipe lol.

This is a great thread. I find this subject very interesting to what people think and what their opinions are.
Ignoring all the obvious things like treating all guns as being loaded...
My personal opinion is a gun is "loaded" when there is a round in the chamber.
"Aircraft loaded" is when a gun has ammunition it its magazine but not in it's chamber.

When you take a firearms course, the instructor will tell you to load your firearm = load magazine and insert. They will also tell you whether or not to chamber a round or charge it yet. Most vernacular I’ve encountered implies that having cartridges in the magazine in the gun makes the gun loaded

As for me, I consider a firearm to be loaded when there is one in the chamber,- ready to be fired. Sort of like the 18” guns on ships. If one is in the pipe and the breech is closed,- it is loaded. Other projectiles / charges outside that are just ammunition waiting to be loaded.
Of course, NYS is a whole different story altogether, - and asshoes abound. In my case, the now former OP Chief of Police (removed), wrote to the Erie County PPO demanding that my Unrestricted CCW be revoked, in part, because I was actually carrying ammunition in two spare magazines on my own property while facing a man who had threatened to kill me multiple times had shown up at my home after having been told not to do so. The Chief was also an anti-2A type who wrote Congress to oppose National Reciprocity.
There are just those who oppose civilians having 2A rights. God forbid we should have the nerve to actually have ammunition anywhere near a legally owned firearm. Asshoes abound.
