Id almost guarantee it.
I worked a tow truck for a few years. Any tow driver with any common sense would not allow ANYONE to stand where Cuomo is while the winch is under load. If the cable breaks, Cuomo could lose a limb or head. The winch can EASILY pull that car our in that situation and nobody is EVER allowed to stand near the car. The tow owners insurance company would love to see this picture!!

First of all, who the hell else would have a separate camera man posting a picture for you along with a guy with a shovel (actually doing something) while the car is getting winched out?
