I have been trying to understand why (other than it is another attempt to harass gun owners) is re-certification even needed? Assuming the only "legitimate" value in re-certification is to insure that people who should not have permits lose them, how does re-certification do that?
I assume that you fail re-certification if you can't pass a background check. However if you have bought a gun (handgun or rifle) in the previous 5 years, you had to pass a BC. Also, the County Clerk's office does a "Brady Check" every 5 years. Lastly, if you are involved in some court action that the judge has your guns confiscated and your permit revoked, this goes into the BC system and you can't buy a gun. So it seems like there already is a process to verify you qualify to keep your permit.
