Probably pointless, but why do the restricted cap mags made from originally normal cap mags have to be riveted or something? How are the Hexmags legal then?

Any magazine over 10 Rounds must be restricted with a block, wire, rivet or FUAC sticker. =)

I can't keep keep up with laws out there. Someone just called to ask for a NY AK, but the dealers in NY City will not transfer.

Is it possible to build a milled AK the way they were originally with the barrel threaded in the receiver and held in alignment by the rear sight block and the receiver "ears" and then make the extractor cut?

Well you can, there is no law against it. I'll leave that to our legal eagles here though. In any case as a resident of Pennsylvania it matters not to me. But its not ammo I'm after but a Bulgarian parts rifle. Or Polish but I know Polish parts kits are unicorns right now.
