I really don't think so actually. I can't speak for the letterhead issue but the change in handwriting screams neurological disorder. My father had Parkinson's Disease for 20 years before he passed. One of the early symptoms was that his handwriting got very small and eventually illegible.
My mom and I watched the debate together. When Biden was speaking we both looked at each other and said simultaneously "That sounds just like dad" (when he was in the thick of Parkinson's and dementia). The trailing off into space, incomplete sentences, the disordered thinking, the moments of anger that were completely inappropriate, the non sequiturs...all of it was my dad to a T.
Also, did you notice how towards the end of the debate he started perking up a little bit and being a little more coherent? My bet was that was his meds kicking in. That was the same with my dad. When his meds kicked in, he got a little better.
I would not be surprised that 6 months or less after the election that they announce that Biden has "just been diagnosed with a neurological disorder" either Parkinson's Disease or something similar. Guaranteed he's been suffering from it for years now, even before 2020.

Joe cannot resign. That would force Kamala to bring on a VP, and no potential running mate is going to burn their current gig to be VP for a few months. The risk of losing the election is too great. As a VP candidate, keeping that governorship or seat in the Senate is the norm.
