Without reading anything about the plan I can safely guarantee the state will screw it up and perpetuate the black market in marijuana. The actual revenue received will fall short of any forecast.

That has been proven in other states
Last week, the California Department of Tax and Fee Administration (“CDTFA”) reported that between January and March the state earned $60.9 million in tax revenue from the legal adult-use and medical cannabis industry. The $60.9 million figure does not include local tax revenue collected by cities or counties. The breakdown of revenue was as follows:
Excise Tax: $32 million
Cultivation Tax: $1.6 million
Sales Tax: $27.3 million

While $60.9 in new tax revenue may seem like a lot, the figure falls well short of the pace predicted by Gov. Jerry Brown in his 2018 budget proposal. He forecast up to $175 million in tax revenue between January and June of 2018

Only NY could complicate a Product tax to the point that NO ONE would understand it. As far as I can tell, Pot would be taxed at 18.5% ( I think)

How have small farmers been affected by the war on drugs? Are they talking about loans and grants for small farmers who have been illegally growing pot? What's next? Legalizing sex crimes, then grants for convicted rapists to buy rope and duct tape?

I'm not against legalizing pot. I have no plans to use it. If made legal, I think it should be treated like every other legal product in NY. I also think it should be taxed at the same sales tax rate as any other product, unlike alcohol and cigarettes are treated now.
