From what I understand, the little girl dropped a bag of candy. The homeowner came out and said something about picking up the bag, the mother did so and they were going on their way. Hardly what I would call littering, nor something I would consider an arrestable offense.

The troopers around here do this to just about everybody on a bike they pull over. If I have a multi-tool on my belt, they let that go. I have even seen them tow and impound bikes of guys who were not wearing DOT approved helmets.
