I spoke with a retired Colonel today, I asked him about the situation in VA. And If the commander of the guard would refuse an unlawful order.
He said it could be done that way, but what he would do is to make his men ring the door bell , and say you don't have any weapons here do you? Ok have a nice day, This way he and his men would not be refusing an order, Just not do it so well .

If I were in the Virginia Militia , and the national guard did begin confiscation, I would surmise that if the lights went out in Richmond, their presence or at least a good part of it would be needed there. Just sayin. That page was torn out of old General Shermans playbook. by threating two objectives simultaneously the enemy is placed on the ""horns of a dilemma"" Having to either defend one the other or split his forces.
