There should be tens of magazines laying all over the place as he finished them, Ive seen the 15 mags stacked nice and neat , Im sure he didn't stack them after fireing them . there should be piles and piles of brass everywhere and on the ground too. Ive seen a couple dozen maybe.

A good reasoned argument. I have been wondering if it could be this simple.
No offense, but you are really thinking too deeply. First, he was at an elevated position and the bullets wont drop 18" at 400 yards. either way, it is irrelevant, he wasn't taking precision shots, just aiming at an area. 22,000 people in a very confined space and all you have to do is shoot at a general area, not difficult or requiring skill.
thats my point , he didnt need any calculations to hit a crowd. 18 inches was just a ballpark guess because he was 32 stories up , I know its not going to be much .

Edit: Forget what I said, it's mounted right. I'm thinking something else.The shooter , who took extensive calculations, of his bullet drop and elevation would have most likely hit more people had he put his fucking EOTECH on right.

It is on correctly, it is a little forward for my taste but you can mount a magnifier behind it in that position.Looks incorrect actually I did,same as the troopers. I don't have one myself
