It’s not that they do t merit charges but it’s a he said she said with no evidence. Just because they chose not to file charges doesn’t mean he didn’t break the law. Most accusations don’t rise to an illegal level but a few do mainly the upskirt grabbing and breast grabbing. Last I knew they did t want to seek criminal charges and the NYS AG refered the case to Albany PD on these women's behalf.
