There is a TON of bad info all through this thread. Since there are some here that love to troll, I'll refrain from correcting the piss poor info. I'll just leave this here ... My wife and I are in daily contact with the the BATFE, NYSP, LawGun and our lawyers
There is a good possibility that they will NOT be able to enforce this law as their time is running out just as it did in the UNSAFE Act! Here is the latest we've heard as of 8/12/23 ................................ there are NO guidelines in place for ANY of this POC horseshit. NONE!!! There is no indication that they will be able to enforce this BS law. There's the reality as of now folks.
( For those that are wondering about LawGun ...... they are the entity that controls 7 other POC countries in this Union)

Under Cumhole, we were able to get past the ammo thing in the original unSAFE Act due to the database not being set up (and NICS telling NY to go take a flying fuck).
Under heil hochul, I don't doubt they will start to enforce it, even if there isn't a way to do so. They will tell FFLs that they HAVE to use the SP PoC, and the SP will just hand down "deny" orders for everything. It will effectively be a complete full stop on gun and ammo purchases. They'll claim it is temporary, but I suspect not.
And I don't hold any hope for the courts. They've shown time and time again that they are just as partisan, frequently ruling against, or at least delaying for YEARS, our attempts to win our Rights back. Even SCOTUS, with its so-called "conservative majority" seems to be ignoring all the lower court rulings that contradict Bruen, Heller, MacDonald, etc.
So, while we sit here unable to exercise our 2A rights, the courts will drag their feet.

I wold like tp see what you have for info. I agree about the enforcement of this to a point. When the state has their database up FFL's will be cut off, no exceptions, from the Federal system. I got that from the ATF Agent. I know for fact there are NYSP inspections going on. Again, maybe without good guidelines but they have started.
As I posted already, I was told that the start of NY being the POC may be delayed. That came from a trooper in Albany at the Pistol Permit Division. He said letters will be mailed to FFL's starting 8/14, today.
I have not seen this state stop from enforcing unclear and illegal laws. Case in point, semi-auto rifle purchases. The endoersement procedure is not even close to the legislatoin that was passed. Yet, here we are.

I see troopers at the gas station all the time, getting coffee… you don’t need to be an uneducated idiot to make contact. It’s as easy as talking to the person in front of you buying milk at Stewart’s. I’ve asked them questions about the CCIA several times. Interestingly, they’ve always said they want NOTHING to do with the CCIA. It’s nice living in the northern part of the state where guns are tools and everyone has a bunch.

7 years ago as a resident of NY, I was down in Florida visiting my parents where I found a rifle I wanted. I had them ship it to my FFL in NY.
What happens now if, as a resident of Florida, I find a gun in NY I want, and I have the gun shop ship it to an FFL in Florida? I have to pay the gun shop in NY, but I'm not a resident of NY anymore, and I'd be taking possession of it in FL. How would that work? I bet it wouldn't. Sounds like a right denied.

Admittedly it's been a few years since I last purchased a firearms, and haven't thought about how the process works out of state in a long time, but this is interesting. NYS is shutting off NY FFL's from the Feds so that it goes through the NYS Police, but I can purchase a gun from NY without going through NY's process and you can't.
This reminds me of another scenario I ran across while still a NYS resident. There was a rifle up on the wall for sale at my LGS that I wanted to buy and when they said I couldn't buy it, I asked why. They said it was because it had been registered as an assault weapon, and could only be sold to law enforcement.
This means I can shop the law enforcement wall as a Florida resident next time I visit NY.. Maybe I can find a bargain!

One of my best friends is a Sargent with the SP and his Wife has a FFL: He has no answers other than what we've seen posted here...very few have speculative knowledge let alone anything concrete.
There is scuttle-butt of the Beta system for the nics checks failing, impossible to have up & running on the 13th, 'of 75 positions open in the new call center only 11 have been hired" et.al. even promise of a letter coming out 8/14/23 formally informing Dealers of the new changes; so far even the crickets are quiet.

I've talked personally with troopers at random places. For the most part they are no different than you or I outside of work, they'll take the time to talk. Every one of them I've talked to don't like what's going on. But they need that paycheck and will roll on you while on the clock.

You are correct that you can buy an AR from a NY FFL and have it shipped to your FFL in FL. I doubt it will be a bargain coming from this shit hole expensive state. So many FFL's think that every gun they have is worth its weight in gold. It seems to be a mentality of FFL's, at least in our area.
NY FFL's cannot be completely cut off from the ATF. They are licensed by them and ultimately answer to them as an FFL. They won't be able to access the NICS system as before but that is all. NY cannot cut the tie no matter how hard they try.
I am on an FFL in PA so I can receive a handgun through our business and deliver it to an FFL in NY to do my paperwork and transfer to me personally. It is crazy enough that a nys pistol permit holder cannot bypass this bullshit. I am a nys permit holder and I am on an FFL so I have had many microscopes shoved up my ass. I am as clean as they come.
ETA - The nys police will have copies of the bound books by the sounds of things so they will see how many guns transfer and who and where they are coming from. This may cause an even bigger issue for us all in future ny legislation. I'm not sure how any of this is legit because ATF agents weren't supposed to scan bound books unless part of an investigation. It seems like NY is breaking federal laws with this, not that they give a rats ass about that. It's not like garland is going to stop them.

That is not necessarily a bad thing. It's the way that data is utilized that really determines the experience. I live in PA now. LTC permits take at the most 24 hours. In mine and my wife's case we were approved within 20 minutes. PICS checks are generally very fast.
In PA anyone can go into a store, pick out a handgun, and if they pass the PICS check they go home with it. The LTC is what lets you conceal carry. Nothing is listed on your permit. You can either carry, or not.
