I wold like tp see what you have for info. I agree about the enforcement of this to a point. When the state has their database up FFL's will be cut off, no exceptions, from the Federal system. I have not seen this state stop from enforcing unclear and illegal laws. Case in point, semi-auto rifle purchases. The endoersement procedure is not even close to the legislatoin that was passed. Yet, here we are.

I see troopers at the gas station all the time, getting coffee… you don’t need to be an uneducated idiot to make contact. It’s as easy as talking to the person in front of you buying milk at Stewart’s. I’ve asked them questions about the CCIA several times. Interestingly, they’ve always said they want NOTHING to do with the CCIA. It’s nice living in the northern part of the state where guns are tools and everyone has a bunch.i don't speed to get pulled over to have a chat ..

7 years ago as a resident of NY, I was down in Florida visiting my parents where I found a rifle I wanted. I had them ship it to my FFL in NY.
What happens now if, as a resident of Florida, I find a gun in NY I want, and I have the gun shop ship it to an FFL in Florida? I have to pay the gun shop in NY, but I'm not a resident of NY anymore, and I'd be taking possession of it in FL. How would that work? I bet it wouldn't. Sounds like a right denied.

You are correct that you can buy an AR from a NY FFL and have it shipped to your FFL in FL. I doubt it will be a bargain coming from this shit hole expensive state. So many FFL's think that every gun they have is worth its weight in gold. This reminds me of another scenario I ran across while still a NYS resident. There was a rifle up on the wall for sale at my LGS that I wanted to buy and when they said I couldn't buy it, I asked why. They said it was because it had been registered as an assault weapon, and could only be sold to law enforcement.
This means I can shop the law enforcement wall as a Florida resident next time I visit NY.. Maybe I can find a bargain!
