Ammo background checks to begin mid-September?

As I asked before:
Will FFLs be able to contact that ATF, specifically the NICS system, to verify the result when the NYSP come back with a Delay or Rejection when you are purchasing a firearm or ammo? If not, then NY has found a way to deny us our rights "legally".

We DO NOT KNOW as it has not been disclosed what procedures, recourse, and re-examinations will be available, and how they will be accessed.
Because NY FFL's will have their NICS checks registry disabled, it will require them to contact the NYSP intermediary for any contact. Other posters seem absolutely certain that Dealers will be able to skirt or side-step the SP, however everything we have read contradicts that. Once you understand how the process works, you'll understand that the options are limited.

I use to have a FFL buddy with a legit storefront at his house. He lived completely off grid, technically he didn't even have power let alone an internet connection. The only connection to the outside world he had was a landline.

Two thoughts here, I tell people I cannot spell leprachaun (the little green guy). I don't think I would sell anything to someone who thinks a guy can be a girl and vice a versa......I have not had anyone mark non-binary on the NICS form, yet.

Here's a question for you to ponder.

7 years ago as a resident of NY, I was down in Florida visiting my parents where I found a rifle I wanted. I had them ship it to my FFL in NY.

What happens now if, as a resident of Florida, I find a gun in NY I want, and I have the gun shop ship it to an FFL in Florida? I have to pay the gun shop in NY, but I'm not a resident of NY anymore, and I'd be taking possession of it in FL. How would that work? I bet it wouldn't. Sounds like a right denied.

I know it is part of the handgun license but I don't think that whole thing is legal either.

Governments and the Military have latitude to "add to" regulations which is how all the bullshit that's piled into a handgun Licenses application came to be. The P-12 Form that's filled out has "occupation" and "Badge Number" which have little to no meaning now, but it's a question that's to be answered, same on the Amendment Form and your Licenses... I've had several on mine such as Medic, unemployed, Gunsmith, Mechanic, DoD/Army... they never batted an eye.

Funnily enough, I just saw a Heckler & Koch MP5 listed for sale (to Law Enforcement only) online at my old LGS in NY, but they are more than willing to let me pay right over the phone and then they will ship it to an FFL here in Florida!

NY will probably use the same system Pennsylvania uses. You can access the background check online or you can call it in. PA has a "research" which is equivalent to a delay of the NICS system but the PA SP have 15 days to get back to the dealer if it is a pass, denied or undetermined. If we get a denial or an undetermined, we have to give the customer a challenge form they have to fill out and send it to the state police in which the state police will send the customer a letter stating if they are or are not prohibited from purchasing a firearm.

For handguns, the dealer and the customer has to fill out a Record of Sale form separate from the 4473 for each handgun the customer purchases. Yes there is registration of handguns in PA most people do not know about. It is supposed to go into a "temporary database" for 60 or 90 days for which I cannot remember and then it gets "destroyed". Yeah right.

Last but not least, there is a remittance form the dealer fills out. For every background check, they have to write down the approval number, denial or undetermined on that form. For approved background checks, the dealer writes the approval number down and the date it was approved. Next there is six columns, non-taxable frames, handguns, and long guns, non-taxable means guns that customers purchased online and had it shipped to you or private party transfers and then taxable frames, handguns and long guns that they purchased from your store. You then put down how many of each per background check in the correct column and at the end of two weeks, you tally up how many background checks and how many "firearms". Then you pay a fee and send the payment in with a copy of the record of sale forms to the PA SP by mail or you can do it all electronically. Hope that helps some of the dealers on here in what they may expect.

That is a question that so far, no one has answered. I think ammo may get a "slide" for a bit. Many people in other states would not ask where you live to purchase ammo.

So what is the penalty for giving another person ammo ? .. You are at deer camp for the week... Buddy shot through his 5 rounds and he needs a few more rounds to see him through the week.... Comes up to you and says ... Hey buddy ol pal ... can you spare a few ,,, I have that doe permit yet.... ? Will we become a felon ... ? You know this will come up.
