I disagree completely with the opening statement. How is Russia being threatened with annihilation? When was that ever the stated goal of the Ukrainians or NATO? It would be more accurate to state that Ukraine is threatened with annihilation. If Russia achieves it's goals what would be left of Ukraine?

Because, as I’ve explained before (in another thread), Russia is unable to maintain its aresenal of nukes and they are no longer functional. They have very few nukes “ready to rock.”
The Army Tactical Missile System is not a weapons system in of itself, it is a munition that either the track based M270A1 MLRS or the smaller wheeled version, the HIMARS, can fire.
The graphic in the article is incorrect, the HIMARS can only hold and fire 1 ATACMS at a time before reload, the M270A1 can hold and fire 2 ay a time.
Either of these platforms more commonly fire the smaller rockets which are 6 to a pod so 6 total for the HIMARS and 12 for the MLRS. There is a video variety of rocket/mislle types both guided and unguided but most are cluster mentions with a few types being unitary HE warheads intended for bunker busting.
The MLRS was designed for counter battery fire missions against enemy field and air defense artillery and occasionally against forward located HQ facilities
Depending on the specific type of munition there will be from many hundreds to thousands of bomblets that are released over the target which is the saturated and annihilated by the submunitons each of which is roughly tge same power as a standard hand grenade only focused into a downward cone.
At full saturation an MLRS section of 3 launchers can completely saturate a square kilometer with tge submunitons and Anything or one caught underneath gets turned into kibble.
The main advantage of the missile over the rockets is a much increase range and initially only the missiles could be guided, guided rockets have substantially been developed however I imagine for the unitary rounds since the cluster munitions don't need tge extra accuracy.
