You won't have to wait until '26. Any vehicle with connectivity already has this feature. Onstar which is used in GM and BMW for one.

It's almost certain that GM could have unlocked it, eventually. It's also quite likely that the person on the phone did not have the ability to do that in an reasonable time frame.
Also, "I'll pay whatever it costs" apparently didn't include the cost of a window ? Where was this car that there was nothing capable of breaking the window within reach ? Floating on a raft in the middle of a lake or something ? Rock in hand technology is pretty much universal.

My BMW had a cellular box with remote connectivity. Useful for warming the car, checking if the windows were open, doors were unlocked from further away. But, it was based on 3G and hence is no longer operable.

Probably not lock up, but you'll lose the power-assist feature of both.
Most people don't seem capable of handling a vehicle if it isn't power-assist. So once the kill switch is activated, it really will be a "kill switch".
The lawsuits will be epic.

It depends on what "kill" means. Is it shutting off fuel so the engine only idles or is it turning the vehicle off? Many vehicles have electric power steering.
I think it would be more awesome for pursuit stopping purposes to send a signal rapidly turning the steering wheel 20 degrees to the right then full lock to the left while applying full caliper pressure to the rear brakes

that feature alone, will add tens of thousands of dollars to the cost of any vehicle. Even electric vehicles.
what needs to happen is the same as with EV's, just don't buy one. They will be cost prohibitive, there is no infrastructure, and the batteries are not capable yet.

It depends on the vehicle. Toyota has had active traction control for almost 20 years that can modulate or even lock up a single caliper in the system. GM has stibilitrac which is similar, I am sure all the other brands have their own version.. Anything with "lane assist" has the capability for the BCM to control the steering. If the hardware is there is just programming.

As with any electrical system on a car, anything can be bypassed. For example, you can not type anything into a navigation system while the car is in drive. Cars have to be parked and even a few have to have the parking brake engaged before you can type in a destination. There are work arounds for almost any make of car to bypass this feature. Same with the annoying TPMS system. This can be disabled on a lot of car manufacturers but not all. Let these lawmakers have any useless monitoring system installed on a car. A way to bypass it will be found quickly.

With a modern ECM it's likely the code just sets the throttle to 0% and then cuts the engine once the speed drops close enough to zero.
Basically you would coast to a stop with full power steering and brakes.
Alternatively it just puts the transmission in neutral no matter what you do. They're all electronically shifted now, that big lever no longer moves anything other than a switch.

They won't be making special models of car for the police.
They will all have the same computers as the "civilian" models. They will just count on having control of the off switch.
But I bet the keys to that switch get hacked and distributed pretty quickly.
I think man y will be surprised that many vehicles already have this "feature" built in. They are only announcing things now, after it was done.
