It's that it will be mandatory.
Next up, people will find and disable the cellular receiver in their cars to defeat this and other big brother features.
Followed by government making that illegal like removing your emissions components. Then adding to the mandate that cars that are unable to phone home for more than a certain amount of time must disable themselves automatically.
