Assuming all the underlying facts you allege are true, I find it very hard to believe that those people would publicly admit to them.
I could easily believe that this guy did what you claim, that this was fake blood and it was all a scam for the photo OP.
If that's the case, I do not believe that we would get the public admissions you are suggesting.
I think they would, at best, quietly bury the story and we just wouldn't hear about it again.

That is enough to get him admitted, an actual head injury is not necessary.
The only relevant thing per the penal law is did the officers have intent to seriously injure him? Nobody can honestly answer that "yes". Both officers are acquitted.

Depends entirely on the type of encryption.
There are many common older methods that a modern cell phone has more than enough horsepower to break.
Plus, the cell would not need to break anything, just record the raw data to be analyzed later.
I highly doubt this guy was capable of that, but it is certainly possible.
Also, this guy hasn't been accused of breaking anything, just of trying to do so, and any fool can try.

He’s still in the hospital. Medical personnel would not keep him there unless there was an issue or a potential one that required observation. He would have never made it upstairs outside of the emergency room unless the doctors signed off on it.

You cannot decrypt an encrypted police radio system unless you have a registered radio on the system with the encryption key. Period.

Per a retired nurse, possibly a Basilar Skull Fracture. "Symptoms may include bruising behind the ears, bruising around the eyes, or blood behind the ear drum."
My question is, from the picture, why does the blood appear to start in front of the ear, not within it.
If his skull had been fractured while still standing, it is possible the blood would begin flowing forward first... but the narrative states that the injury occurred when his head hit the ground, while he was in a supine position, thus the blood should not have been in front of the ear.
I am not outright saying the blood is fake...I'm saying the "evidence" appears to suggest that.
Additionally, from the reported (and video recorded) fall, I would expect a posterior bone breakage, not temporal. So more likely a spinal injury rather than bleeding from the ears. But, as I am not a med student, I will leave that determination to the professionals.
And, as for the EMTs saying something, yes, HIPPA is enforced VERY strictly. They could easily lose their license to practice medicine, as well as get sued out of existence, if they violate patient confidentiality.
That The Tyrant seeks to violate HIPPA with the SAFE Act is on the doctors who are willing to put their practices at risk following that illegal Law. I don't envy them, either they violate HIPPA, which could result in Federal charges if it were known, or they don't, which means The Tyrant will pull their license out of spite.
Just because someone hasn't brought up charges on a doctor for violating it yet doesn't mean it can't happen.

I have zero expertise in medicine . But I did find that the bleeding was rather rapid from the time of the strike, to the time of blood pooling on the ground.

The head bleeds, if the dude was on thinners it would really bleed. Unless all on the scene to treat him were complicit or just incompetent the fake blood would have been exposed right there on the side walk. Like stated above a basilar skull fx lines up with the way he went down. The blood may be coming from a laceration and not the underlying fracture if it exists.

BPD does indeed use P25 digital (as well as analog) in the 460MHz range. It's listed further down in the Radioreference page linked above. They also use encryption, and among the various schemes for encrypting radio communications I doubt they're using anything less than AES. Furthermore, a radio only emits human-readable audio...recording it with a cellphone alone will get you precisely that. Recording the traffic on a given frequency with an SDR or another radio will get you the P25 digital data, but that can be done from anywhere you can hear the radio.
Now, trunking and encryption. The keys to decrypt the encrypted data in the P25 data stream (it's a digital protocol after all, not an analog waveform) do not travel over the air. They're inserted into the radio by a device usually referred to as a keyloader or KVL. A stolen radio will allow listening in to the encrypted channel, but the second a radio admin (think computer system admin, root or what have you) knows for a fact that radio is gone, they can un-affiliate it with the system, and if configured so, even brick it remotely.
Not saying there aren't ways to listen to P25, or that there isn't data that can be pulled from even encrypted transmissions, but I very highly doubt what this dude is doing with the cellphone has anything much to do with it.
