There is no penal law code for prosecuting the ordering or delivering of ammo. If there is, it is unenforceable.

There should probably be a law that specifies a database should exist to categorize and track the loopholes. Once it's up and running, then the law will go into effect. We'll all be safer in a loophole free zone. It's for the children.

So, since the database has not been established, and the FEDS, rightly, did not allow the state to use the nics system to conduct these background checks, no such background checks for ammunition purchases is required. Additionally, the memorandum of understanding also clarified this.

I have to add that the way that section is written, it sure sounds like buying from a licensed ammo dealer - online - is totally legal anyway even under safe. Why can't the seller just contact the database? Hmmm.

The way I read this, is that it is not required to go through an FFL until the database is established. Since there is no database it is not required to go through an FFL. I'm sure their intent was different, but that's not how they wrote it. Additionally the mou that was issued clarified this.
