Kelley entered First Baptist Church at approximately 11:30, witnesses reported, and opened fire. Officials said Kelley wore a ballistic vest and dressed in all black. A law enforcement official told The Daily Beast it is "assumed" that Kelley used the same rifle in the church was photographed on Facebook.
When Kelley exited the church, he dropped his rifle, a law enforcement source told The Daily Beast. Kelley was pursued by a civilian with a shotgun, Sheriff Joe Tackett said on Sunday evening during a press conference, and died near the city of New Berlin. It is unclear if Kelley was killed or died from a self-inflicted gunshot wound.

I would guess that if he slowed and went off the road on his own he was probably mortally wounded when he was shot by the church and dropped his weapon.
I guess it's possible he was dead when he stopped car or finishing bleeding out. Sounds like he was wounded in shoot out with neighbor outside the church, tried to escape and started bleeding out. Just my .02

Devin Kelley was court martialed in 2014 after a dishonorable discharge.
Here is the case number:

According to McMilitary Law: States have laws for gun control for court martial cases.
Will I be able to own firearms?
Federal and state laws do place restrictions on the purchase of firearms by those convicted of felonies. 18 USC § 922(b). Many jurisdictions distinguish between violent and non-violent offenses.
It was against the law for Devin to own firearms.
Josh Caplan adds this on dishonorable discharge and firearms.
A dishonorable discharge (DD), similarly referred to as a “duck dinner” in military slang,[16] can only be handed down to an enlisted member by a general court-martial. Dishonorable discharges are handed down for what the military considers the most reprehensible conduct. This type of discharge may be rendered only by conviction at a general court-martial for serious offenses (e.g., desertion, sexual assault, murder, etc.) that call for dishonorable discharge as part of the sentence.
With this characterization of service, all veterans’ benefits are lost, regardless of any past honorable service, and this type of discharge is regarded as shameful in the military. In many states a dishonorable discharge is deemed the equivalent of a felony conviction, with attendant loss of civil rights.[17] Additionally, US federal law prohibits possession of firearms by those who have been dishonorably discharged[18] per the Gun Control Act of 1968.

I've never understood why people say this.
Nothing has divided people more and lead to more deaths in history than religion.
It's like when the news says "And now people want to carry guns at a church!?" Yeah...that'd be a place I imagine a lot of people get violent about their world views. Since the beginning of time...

itnis, but church attacks are rising astronomically fast so we set one up. We need to get a little more organized, but it's a good group. I was watching some one today who potentially raped some one in the past and has had issues at other churches. My pastor has had death threats.
