This is an important message from the Bureau of Alcohol, Tobacco, Firearms and explosives. Under New York law Federal Firearms licensees may not transfer a firearm to a transferee unless the dealer has received a Proceed response from NICS, or 30 days have elapsed since the date the NICS check was initiated if the check is Delayed. You are also reminded that if the firearm transaction is not completed within 30 days, licensees shall initiate a new NICS check if the transferee wishes to continue with the transaction.
