An entirely unenforceable law, like so many, which criminalize perfectly legal behavior! Simply amazing!

7705 took out the exemption for material that has been shaped to facilitate storage or transport... So yeah, chunks of metal could theoretically be caught up in this.

The real kick in the nuts here is the "Licensed Gunsmith" part. I was thinking about getting a gunsmith license but with that language, it would expand liability rather than shrink it.

So I'm reading and re-reading this stuff and, correct me if I'm wrong, but doesn't 7705 eliminate the wording that makes possession of a ghost gun a crime (except for gunsmiths and firearms dealers)?

What a poorly written, unenforceable pile.
Out of state 80% vendors could (and some already do) offer an engraving service. There is no Federal requirement to register an engraved non-gun. The NYS buyer gets his engraved 80% and does what he wants with it.
In general the point of an 80% is to keep it off the radar. Do they really believe that people are building NY compliant 80% AR's and putting P80 glocks on their permit? That serial number mandate is going to do what exactly when its already not legal to have?

I have a serious question;
Since I cannot possibly keep up with and correctly understand everything that has been signed into law, I ask you : Is it in fact still legal to possess a rifle that was constructed from an 80% receiver and has no serial number assuming that it is otherwise NYSAFE compliant ?
