But, an 80% lower is not a firearm under federal law, so presumably anyone could serialize it before it's worked. Just like you can get an Polymer80 pistol lower stippled before you've done any trigger or tab work on it without treating it like a firearm.Can an FFL 01 serialize an item?

Under the new law, within New York the serialization would have to be done by a licensed gunsmith and REGISTERED. They also changed the definition of gunsmith to include someone who assembles a gun for their own personal use.

Maybe there is or will be a companion bill that covers that shit. Or it may be amended. Haven't seen it. At this rate owning a roll punch will be evidence of criminal intent and conduct.
That being said, buying that slug barrel and swapping it on your shotgun? Did you assemble a new gun? Are you now a Class C felon to be punished worse than a second degree rapist (nonconsenting victim or 14 years old and younger)?

You need to finish it in PA or you're committing felony unlicensed gunsmithing under this new law. But it would appear you could stamp the number out of state and bring it back here without registering it. Ummm....where in that proposed legislation does it tell owners of heretofore legal personally-assembled personal rifles how to "get right" with the law and have their property serialized?

I have no idea how being allowed to have a stripped lower but not being allowed to build it is even remotely enforceable.It would appear that you'll be allowed to possess a serialized stripped lower. But, it will be a crime to assemble the lower into a firearm unless you're a licensed gunsmith. WTF? You can have the lower legally, but you cannot use the lower. Really?
