How does one qualify for the surplus purchase? I keep seeing "to qualified civilians" everywhere but no description.

Only price I could see is in their catalog for pristine condition. I can't believe they are all pristine.

Yes , must send to ffl, even if you are C&R eligible. Annoying but not a deal breaker for me, got a very nice service grade 55 SA in a new stock. , 740 + transfer fee.
If you are looking at the Special grades then yes, they are all pristine condition. They are franken guns put together by the CMP with new production stocks and new Criterion barrels. It's what I have, best shooters you can get from the CMP. The barrel is essentially match quality in a GI contour.You're kidding me......why?
