In each town in NYS, prior to the Revolution, each township kept a "road book", indicating Kings Highways and the Kings Military Highway...like in Herkimer county...........,and actual locations in metes and bounds...
After the revolution the practice was expanded, and each new roadway in a town, be it a "by common use", a dedicated way, a Turnpike, a plank road, a purchased ROW, a roadway that was owned by adjoining owners to the centerline of the common use byway, but maintained by the local municipality, including bridges, were entered into the Highway book, untl the State DPW took over certain roads as State Highways.
Today the Fed regulate most Interstate roadways, and pay for their maintenance/reconstruction by the States.

These historical road books are locked away in your local country clerks basements.
The NYSDOT/ the old State DPW, etc, keeps historical construction maps of all state highways constructed and reconstructed since 1922.... back 100 years, so that ownership can be determined thru the years as roads are reconstructed.....there are still areas of state highways not actually owned by the State, and some tway claim were open and never paid.
These records are accessed by certified State and private title searchers researching the land ownership of many roads, yet today, as the highways have to be widened that are/were not actually owned by the County or State.

Except no. Every township in my area does their own ditch maintenance and road paving with the 6-10 guys they have on staff. There is very little oversight at that level. There are no surveys, no prevailing wage, no design standards. My local municipality recently installed a 80' concrete bridge on their own, no outside labor, no on site scrutiny. They had an engineer design the bridge and rolled with that.
County level and higher are usually paved by contractors, but the county and state do their own ditch maintenance as well as line painting.

The bridges and highways are designed, constructed, and rebuilt when necessary by private engineering and construction firms.
When you drive through a construction zone where they are rebuilding an overpass, the trucks and equipment say things like "CP Ward", not "Federal DOT".
The right answer is to get the feds almost completely out of the process, and to move it as close to the actual construction firms as possible.
A good approach would be to push the risk on them as well. Force them to offer maintainence guarantees. We don't just buy a bridge that we had to inspect. We buy a bridge and all maintenance for 20 years in one contract.
If they want to skimp and have to rebuild it every 2-3 years, that's out of their pocket. If they want to do a good job up front, so it doesn't need much more than mowing and a little cold patch to meet standards for a couple decades that's on them too.
Require a bond so they can't bankruptcy their way out of the obligation.
But, there is *no* state in the union that can't do it all themselves. The feds are not needed for anything.

The various designs are reviewed by a consultant design team for errors and corrected; and a cost is determined for the job, the public approves sometimes, and the final version is let out for bid by ........ bonded and Fed certified contractors.......
Low bid is usually taken, unless the low bid is obviously fraudulent.
The Contractor and State, mutually accept the contract for a Bridge or reconstruction of a highway, with time limits set, and cost over rides considered, due to design errors or unforseen issues.

Survey crews are sent out to survey the roadway, using levels and transits and geospatial devices now................. to gather data on the physical situation and location, for the highway Design team and Bridge Design teams...sometimes this design of highways and bidges is farmed out to Design Companies like C&S and many others. In Syracuse the SOB houses the Region 3 Design and Construction teams, wiht State Highway maintenance garages located around the Region.
The various designs are reviewed by a consultant design team for errors and corrected; and a cost is determined for the job, the public approves sometimes, and ithe final version is let out for bid by ........ bonded and Fed certified contractors.......
Low bid is usually taken, unless the low bid is obviously fraudulent.
The Contractor and State, mutually accept the contract for a Bridge or reconstruction of a highway with time limits set, and cost over rides considered due to design errors or unforseen issues.
City highways and bridges are mostly part of the State or Interstate system county bridges qualify for Fed/State funds too......
Ever notice Traffic Signals and paint striping changes?
All are done on major roads and intersections after a Highway Safety and Traffic division sets the standards and let it out for contract.
Counties may have their own road striping teams/trucks or let that out for contrct bid..
DOT maintenance garage personnel, do ditching and minor culvert jobs and snowplowing.
When a highway or Bridge, Fed or State, is under construction is it is overseen by the State Highway Construction Division.........a State EIC..Engineer in Charge, and his team of inspectors............ who can stop the job for observed mistakes.
Final accepetance of the job has to be done and approved by the State, before final payments or corrections are made. Lawyers now get into the mix big time, when the road or bridge does not ride smooth.
So you entire concept/understanding of how a highway is rebuilt, or a bridge is replaced-------------------------is located in a total misunderstanding of what you may see when encountering a construction site.

Do not cross the Asphalt, or Concrete, or Road Builders associations............they are like a huge mafia, with agents everywhere........... and NO, all road jobs are done not by locals but by huge interlocking conglomerates...who hide in plan sight.......... to deceive you.
At this point the requirements for a federal DOT are miniscule. A couple thousand people tops, and a budget sufficient to cover their salaries.
Then they determine what work needs to happen, bids go out for work (engineering and construction). Then *congress authorizes money for them separately from the DOT budget* and the DOT guys check in to see if the work is getting done right.
Because the money to get work done should depend on how much work needs to get done, not "we've got x dollars every year, and we'd better use it or we'll lose it".

All Fed Highway work is funded by the FWHA thru their long term budget process, as State DOT requests by all states, for infrastructure projects..Fed and state Infrastructure............ are always in the system and all flows to the State..fed let no contracts at all..................it is not like shopping at Walmart--"oh I need this today"..

Sure, podunkville Nebraska probably can't manage a major redesign of an intersection on an interstate. But *Nebraska* certainly has the resources to do it without the feds controlling the purse strings.
