Do you live in Queens, NY? (avatar) If you live in Queens/ NYC you can forget about buying/ building an AR15 because they are banned in NYC. NYC has different rules compared to NYS.I have zero clue which dealer to goto.. I’ve just google searched around Long Island which dealers have stripped lower. Most don’t have their website to see what they have or what they sell. Some dealers sounded shady according to different forum like Jerry’s and freds? So I’m just timid on where to go.
Anyone not in the military is a civilian. Soldiers not performing military duties in relation to a military mission are subject to the laws of the state or host nation. So in essence they are civilians while not performing a military mission.(based on your title, I assume you're a civilian.)

Dont bother building the upper,just buy one. Its going to end up costing you more money that way. Your going to need tools and your going to buy parts that you can get cheaper by just buying an upper you like , buy a good one and dont look back.So I recently ordered upper receiver from PSA since I would like to build my AR (budget). So I’m assuming it’s removable, so the total length of the barrel is 16” without the flash hider?
second I’ve seen people saying welding the thread protector is the safe bet but would it be ok to just jbweld the thing and call it a day? Thirdly any recommended featureless build without that weird stock?

You’re correct the word and is in there but you’re reading it wrong. It says does your rifle accept detachable magazines? If no stop right there and it is not an assault rifle. If yes, then you can not have one evil feature or it is illegal. So you’re FFL is not correct in saying a fixed mag can not have a threaded barrel. If having a fixed mag made it so you couldn’t have evil features then why have a fixed mag?If it's a fixed mag it's incapable right? Nice Ruger PC there.There’s also going the route of a barrel that is crowned target - no threads at all. That’s what I have on mine.
To me a AR with droppable mag is more important than a muzzle device, adjustable stock and pistol grip.
