Is there a reason Glock serialized the frame, slide and barrel?

Whatever the ATF decides. Just because it has a serial number does not mean that part is considered "the firearm". For pistols the frame is the "firearm" except in those cases such as the P320 in which the inner chassis containing the FCG is the "firearm". AR15 lowers are the "firearm" yet in the case of G3/HK91 clones the removable grip frame with FCG is not the firearm but the rest of the receiver is.
It varies all over the place more or less at the powers that be's whim.

Not really. The forearm must containthe name. Build location and serial number. Without all 3 it is not a firearm. (For modern firearms. Pre 64 some d not have a serial number......)

My Ruger MKII tappered barrel pistol has the serial# on the upper,and if I wanted to get a VQ target upper it would have to go through a FFL and then amended to my license.

My understanding (for Putnam at least) is if I want a Kadet .22LR conversion kit for my CZ I need to amend my permit so it reads "9mm/.22LR" for that line item. Right or wrong, I don't know.

Seems odd that you would need to amend your permit just to own a conversion bbl. They are not a regulated item, they are just parts.
I understand needing to amend if you wanted to carry your handgun around with the conversion installed. But just popping it in at the range to fire a couple mags and then convert it back? I mean, you don't need to have your friends handgun on your permit to try it out at the range. you do if you want to carry it or posses it.

I believe in Orange and Rockland the conversion barrel needs to be on your permit before you can pick it up just like a handgun. I was told reason is permit requires make, model, serial number and caliber to be listed. I also understand some counties don't require it. Welcome to NY. FUAC

Maybe if I were to install and uninstall the conversion barrel at the range. I also wanted to know how it worked as I sometimes assist with the County pistol safety class.

As the title asks, my Glock 23 has the frame, slide and barrel serialized. Why? Which part is then considered the firearm? It just seems strange to me. What if I want to buy another Glock slide or barrel? I'd end up with two or even three different serial numbers on the handgun. WTF?

As for the Glock's.. The frame is the serialized piece that needs to match up/ be on your license. The serial# on the factory slide & barrel does not have to match up. Hence why you can purchase used Glock slides & barrels as "parts" (no FFL). I've sold a slide & barrel.

Depending on your county, a caliber conversion may be required to be added to you license. I have conversion barrels on some pistols, so the same pistol serial# (frame) is listed twice on my license but in different calibers.

This is why I'm kicking myself when I got my G19 frame and they asked "what caliber" and I just said 9mm instead of 9mm/.40/.357

Got it. But that's if you change the caliber and are caught with it like that. Not for simply possesing a converstion barrel. You can have them shipped right to your door.
