The officers didn't just decide to go after him on their own.
Not that that excuses their actions in the slightest, but it does suggest that this wasn't racial, and was just generic power tripping.
The trial for this is months away. I suspect there will be activity around....mid to late October. Ask me how I know this.

I have learned. After trayvon martin I stopped believing the initial narrative of these incendiary events almost entirely. But this one seemed pretty cut and dry.
Until, once more, the rest of the story comes out. So now the truth of the matter is that george floyd was acting like he'd been on a thousand cups of coffee, arguing, pleading, bullshitting the cops the entire time. "I didn't do nothing". something cops hear all the time. He'd already been giving them the run around for a long time, so it's certainly plausible that he would be bullshitting about not being able to breath (particularly since I think he says it once in the cop car even though he's actually just sitting there at the time).
As goperfect I think it was mentioned above, don't be surprised if you see some people walking after this.

And that you have to be able to breathe to say "I can't breathe"
*But* none of that is an excuse for what those officers did.

The other thing I remember is that it was something like 1 seasoned officer and basically some rookies he was training.
I kinda wonder if he wasn't trying to show off how tough he is for the rookies and that's where things went off the rails.

I remember trying the "I can't breathe" excuse when I was a freshman getting my ass handed to me on the mat. The referee said matter of factly with much disdain in his voice, "if you can talk, you can breathe". I never pulled that again.
His death was a result of his own stupid, crazed, drug addled actions. Just like how birds freak the fuck out when you handle them when trying to help them and then have a heart attack and die. On the spot. Without even coming anywhere near their airway.

My take on him saying he couldn't breathe earlier is that he was a bullshitter so cops ignored him later. However this take is that it showed he was medically vulnerable. If he was particularly medically vulnerable, and cops used force (and some was certainly reasonable as we now know), and that force was reasonable (this will be the key part of the case--but neck restraining was legal), then the case could fall apart. If the cops are acquitted the USAF might as well carpet bomb Minneapolis and save the rioters some time.
