But what about if a firearm isn't defined by NY law and Federal law doesn't apply to a specific NY law? Can you treat it like it isn't one? Can I just sell it to you at a Walmart parking lot like I can with metal pipe? Can I carry it slung on my back in Walmart? If I commit a crime and am in possession of it, will it be treated like a pencil or pen and no further charge added?

You have to use the NY definition for NY laws and the fed definition for fed laws.
So, follow fed law for a firearm, but NY law for a pipe. You might be right that the NY universal BGC law wouldn't apply to a shockwave and a federally legal private sale might be OK. I bet if you were willing to spend $50k in attorney’s fees then you could prove it.

So Federal law applies in the BGC to acquire it at first from a shop because it's federal law. After that, NY law applies to legalities. It isn't anything so I can do what I want with it as long as no federal laws are broken. I can sell it you without a BGC. I can carry it in any manner I please. I can shoot it in my backyard against town ordinances for firearms since they use state definitions. I can carry it concealed workout a license. ECT.
