The platform and network are a piece of cake.
You could build your own Twitter infrastructure for a few million and do it in a few months. But you cannot get the users, ever.
Not even the US government has the resources to build a replacement, because they can't get the users, and the network is useless without the users.
Nobody will join until most of the people they want to talk to have already joined. It's a classic chicken and egg problem.
