They are going to have to notify you either via the NYSP or the county.

Makes sense really, how do you confiscate guns, make a law, don't have a system in place for renewals and then collect all pistol that where not renewed, seems to me it will have the desired effect.

Renewing an pp takes time, checking by admins, re-fingerprinting?, references?, app review and processing. Wait until the last minute to file? You are guaranteeing your PP be rejected. IMHO
We don't know if the renewal involves any of this.

If it does happen, it will be no different than other counties like Westchester or states like Florida. They run another instant background check on you, and send you the license in the mail.

I don't have a dog in this fight Since I live in Suffolk where we have to renew every five years anyway, but if you go on the Nysp or county website and it doesn't list anything about renewing a life long permit I wouldn't volunteer shit to the state. Even the dmv has there crap together and mails you a renewal form When your licence is up.

According to the links posted in this thread you're misguided. The links are to a county clerk and an attorney who were at the meeting hosted by the NYSP regarding the renewal.
1 - the renewal is between the applicant and the NYSP not the PP issuing authority. So there is no 'rejection' as you state.
2 - if your renewal paperwork is postmarked before the deadline it is the responsibility of the NYSP to contact the county issuing authority to convey any problems. Your submission prior to the deadline is all that matters.
3 - No follow up by the NYSP or county recognizing your renewal will be issued. It will be entered into their database, that's it. This is why they recommend mailing your renewal via registered, certified, return receipt requested mail.
Do not interpret this post as me being an advocate of the renewal process.

From the limited info in the original link, your analysis is entirely correct.
There is no process or paperwork as of the meeting mentioned, which was in SEP 16. And the NYSP are "working on it".
Sounds familiar, like the "ammo BGC" rubbish. I have heard of no hiring of additional Troopers, or retasking of present Troopers to handle this. The first round of "renewals" will be huge since it includes everyone issued a PP before JAN 13, including myself.
It is going to be a real clusterfuck. The NYSP have more important things to do, and w/o new hires or re-tasking, troops like the one here in The 'Hood would be hard pressed to do it, regardless of whether there is database of "undesirables" (deplorables?) to consult.
It could go the way of the ammo BGC - not funded, manned, provided with any directives, etc. And who knows what would come of that? Another nebulous, undefined shit-show where "we" are left in limbo, and IMHO, that's what is wanted.
ETA: If you check these links, the pilot program hasn't resulted in anything, and the NYSP still have nothing in place although we were to be informed sometime in 2014.

I did see that the recertification process is to be free and the deadline is to be one year from the time a recertification system is in place. "System in place" sorta reminds me of the the ammunition background check that went nowhere. Let's hope!

I'm sure The state police (same organization that's said to be on our side ha) will have to notify every permit holder via certified mail. If they don't how could anyone be prosecuted under a bs law passed in then middle of the night.

There are still people in Erie County with the old yellow paper permits. They put on their one handgun 20+ years ago and haven't been back to the permit office since. They are of the understanding the permit is for life.
Some of those people don't even have cable TV let alone Internet.

Hypothetical: I like the idea of renewal for all of my county, regardless of whether they have a PP or not. 
Step 1, get publically available property tax lists. Step 2, write a script to generate the form. Step 3, make sure you are running on a system that allows mac and IP spoofing (like backtrack Linux). Step 4, go to your favorite library, coffee shop, or other place that allows free wi-fi. Step 4a, make sure you route this through a VPN provider, e.g. Private Internet Access Step 5, generate a bunch of renewal applications online (a subset of your counties residents). Rinse and repeat. The script can generate random serial numbers (using the manufacturer serial number look ups to make them valid).
The result is they have tons of renewal forms to process.
Now that I've provided the idea, someone else will have to implement. After all, this is just a hypothetical.

The thing is, those people will never end up getting dinged either. They will be blissfully unaware that their weapon is illegal, and if they never actually have to use it for self defense they may never find out.
The point of most of these laws isn't to "get" *everyone*, it is to be able to "get" *anyone* who pisses off the gov. Why else do you think a gangbanger with an illegal pistol caught selling drugs will be out in 6 months, but an honest 2A advocate caught with the same thing will get 5 years.

While it would be quite illegal to do that, so I can't actually recommend it, (identity theft if nothing else), I'm not so sure about registering fictitious weapons under fictitious names.
Sometimes, my eyes glaze over, and all the background noise becomes just a buzz, same here when reading words that want to fail to register in my brain because it's so outlandish...
But to expand upon my post... People need to understand what Govt is... And what license we give to to effectuate law upon us. It is in its essence a compact, a voluntary agreement to submit to laws enacted to benefit the citizenry as a whole. Without the voluntary compliance there is no Govt and laws have no gerth. When laws are enacted, primarily as a function to serve govt and not the people, they are BS and only become valid when the people chose to participate. Like highway speed limits... Readily ignored by a vast majority of those using the roadway. It's amazing and disheartening to see how many are preparing and readying themselves not only to participate, but in anticipation of participating, want to assist the govt in attempting to figure out how the govt agents, in this case the NYSP, Will implement the law. I personally don't give a shIt how, what, when, where they do their deed, they send notice, OK, then I have a choice. They don't send notice, screw them. Only an idiot would call or ask or notify them that geeee, I never received my re-registration notice... Like OMG really? Do you think it would stand up in court that they fail to serve notice but come knock at your door and seize property? Too many sheep...
My apologies if my post seems harsh, but I'm amazed sometimes. I'll reflect back to Benjamin Franklin who said that those who would sacrifice liberty for safety are deserved of neither! It's the same principle here... We all sacrifice our liberty, our rights, to enjoy the safety of being under the govt approval to enjoy a Right as dispensed so grotesquely and bastardized to their liking... It's getting sicking!
Next up, don't forget to call the nearest NYSP Barack's and detail your travel while armed and any others along your path. Report when you plan to have weapon on you, where you're going, how long, stop by and drop off spent she'll casings so you can get a coupon to replace the ammo used, make your appointment for your twice yearly inspection of your storage station and accountability review, etc.,etc.,etc.
So yeah... We shall see... This is NY after all. I just hope the re-registration program suffers the same as the Assault Weapon registration did... See how that worked out for them!
