Now that I look at the Roni closer, the charging handle appears to sit behind the glock slide. You might be able to rig something that occupies the opening that the roni charging handle moves in (arresting the action) but can be actuated away when manually loading the next round.

The SAFE act says no semi automatic weapons which can accept a detachable magazine if they have banned features, by using a Glock I'll always have a pistol grip and the RONI has a forward grip/detachable stock.
These longer barrels have a hard time cycling with lighter grained ammunition and some of the designs like the IGB 16 Inch Barrel actually has technology which helps the pistol cycle. I don't know a thing about creating barrels, but I wonder if there's a way to design one which would prevent it from cycling no matter what type of ammunition was used, and if this would hold up in court.

This is something I noticed as well, this is one of the only kits which puts the charging handle behind the slide and connects it to it via the grooves on the slide. I feel like something like an inverted California Easy Bolt could be engineered to make the firearm bolt action while it is within the Roni case. I could just use the easy bolt on a the lock, stock, and barrel kit, but I feel like the RONI be lower profile and attract less attention to it's pistol roots.
Although both options seem within the letter of the law.

This seems like a lot of trouble. A Suffolk or Nassau county cop isn't going to say that you are good to go because it's a rifle if they respond to your home for any reason and see it or pull you over and see it on your way somewhere. Then he isn't going to say that you are good to go because it's a bolt action or the magazine is fixed. He's just going to say that you have an unregistered pistol with no pistol permit. Then you'll have to prove that you never built it into a pistol after they take it out of the Roni housing and see a complete pistol with a slide and a longer barrel.
If you are willing to go through all that hassle, you might as well just get your pistol permit and put it in the Roni out of state where it's legal or just shoot the pistol out of state or in state for that matter. If you can't get a pistol permit, I don't know what to tell you. But building an 80 percent with a Glock slide and a 16 inch barrel is going to get you the same ride as just building a pistol with a 4 inch barrel and no pistol permit.
Just my 2 cents. I don't see it as worth it to just go to Jersey to fire an 80 percent pistol that isn't really 100 percent reliable when you can just go the legal route.

Those are good points, I may just lean towards keeping the pistol out of state, I am in the process of applying for a pistol permit but in my county its known to take 12 months.
The roni would be an sbr or a pistol. How could the robi be a legal rifle?
