How do you figure? Its a State issued license, with state mandates on license distribution and use. The state also regulates how the dealer can sell.
The Sheriffs have no magical absolute power as long as the SP can enter their county to enforce whatever tyrannical laws are on the books.
I believe however a Sheriff could deputize his citizens....

I am more or less neutral when it comes to the police. I don't really have anything bad to say about my local sheriff's Department. They do a good job IMO and when I saw the sheriff in the store I told him just that. That I think he and the Department as a whole does a good job.
But I have no respect for the NY State Troopers. They should find another way to make a living, an honorable one. Even if it means working for a different LE agency.

I believe she deals mostly with personal cases. Amy belatori( most likely misspelled). I'm unaware whether she actively litigates generally in federal law cases, although I may be wrong.
I've never trusted scope. They are beginning to prove my gut was right.
