Their customers would be the content providers.
If you are a content provider, then you are absolutely subject to civil liability for that content.
The exemption is based on the notion that the content provider is the appropriate party to sue and not the platform that they provided it on.
It's based on the "common carrier" exemption that makes UPS not guilty of drug trafficking just because someone shipped a kilo of cocaine using them.
But if UPS started inspecting the contents of every package to see if it met their standards, then they would lose that immunity.
