Out of State Pistols, Quick Question

Thanks for reading. I have a NY Pistol Permit with a few pistols registered. Normal process is to have a pistol shipped to my FFL, get serial number, fill out and give amendment form to county clerk, wait for judge to sign coupon, take coupon to FFL, background check is completed...and then take pistol home.

What if I have a few pistols out of state? Do they have to be shipped from an out of state FFL to a in state FFL? If I have the serial numbers, can I register them at the county clerk, and then just drive them into New York once I have the coupon? Only thing would be...what the heck would I do with the coupon?

Unless your clerk will let you register them then go pick them up you will have to ship them from an FFL in another state to a NY FFL. Most NY FFLs I know won't accept a pistol from a private party so it has to come from an FFL.

Sucks but, you knew it could not be easy, after all we are in the PRNY.

It is possible for an ffl to accept from an individual. The ffl needs an ID (from the state the gun is comi g from).

Easy. If non of the above applies then yes, ffl to ffl.

@dsdmmat you muat add a permit from a ny ffl that has paperwork to sell pistols. I have no problem receiving guns from out of state with ID. Completely legal according to the feds.

My NY FFL told me that the only people they could receive pistols from are other FFL's, or NY Pistol Permit Holders. Not saying you are wrong...just some confusion out there.

Albany, I bring my Albany County Amendment Form + State Police Amendment Form to the county clerk, wait..., receive letter in the mail telling me to come in, and then I get a coupon (with judge's signature) to give to the gun store, while I am at the county clerk they will print a new weapon card for me with new pistol.

Wait, there's NYSP Amendment form? For what?

Their only function is cataloguing and recording permit holders and the weapons listed on their permits. They serve no other function with regard to processing the addition of a firearm to your permit (to my knowledge). That is all done by "County" of residence!

All my guns, including pistols come from PA.
However, my ffl is 5 miles from the PA ffl and he goes and picks the pistols up himself.
The rural PA shop sells dozens of handguns to NY residents every week the same way with the same NY ffl. He makes a killing on transfers.
Sorry for being off topic. ;)

My FFL guy will except a gun from an out of state private owner for me. He has many times. He requires that the out of state seller provides a copy of a valid drivers license.

OK, I am an AZ Part time resident,
So if I have an AZ ID card (and AZ CWP) I can ship (UPS or FedEx) my handgun to a NY FFL so that it may be added to my permit?

The convolution is that you "already own" these pistols, but do not possess them in NY State. Can't see why an FFL needs to be involved to add a pistol to a license. So when you want to co-register does that require an FFL? You have a sales receipt, and already own it with an address out of State, should be good to just amend your license, no? Then Federal Law takes precedent once it is added, you can transport it here by any legal method.

I'm not being an ass, I'm truly trying to understand as I've not run across this before. This is not a purchase, not a transfer, etc. Why an FFL just to posses it, or amend your license when you already own it?...

Ah ha! When I transferred mine the ATF in AZ said that I could send them directly to the FFL. My FFL said "no way, MUST be transferred FFL to FFL."
Like it was a NY regulation.

Owned these pistols for a while so threw away the sales receipt long ago. Everything you have said makes sense...but because Albany County doesn't see this situation very often I bet there go to answer would be "Needs to be from a FFL so a background check can be conducted." (even though I already did one when I bought it!

What is a cwp?

With an AZ drivers license it should be no problem... but it makes it a bit convoluted that it is the same person shipping and receiving. Most will go with CYA (cover your ass) and say no.

I will accept from an individual with a DL. Not sure about it being the same guy.

Um, Concealed Weapons Permit. Or whatever they're called. I'll have to dig mine out and look at it to see what AZ calls it.

Nope. I would only do a dl or a non dl issued by the state.

While a cwp may satisfy the id requirement (name. Photo address. Etc etc). It does not really prove residence. So too much exposure for me. YMMV.

So, as I said, I have an AZ ID card AND AZ CWP. So, not nope, but YUP! And I could have shipped to a NY FFL directly?
