The new Sheriff made 2A rights a cornerstone of his campaign. How about that, a politician who does what he promised.Looks like i might have success in Wyoming county. They called me saying they have reached out to my references and are awaiting a reply. Thought that was pretty nice of them.
Update...Thank you for suggesting Wyoming County! I filled out the application and mailed it on August 17th. Today I got a call stating that I was approved and to let them know what day I will be coming to pick up my license. I can’t believe how fast that was!
Perfect. Mine was a background check a photo and a signature and he told me he’d get it mailed out to me within a few days. I got it in less than a week. No references.Update...
What a breeze it was with Wyoming county. Took about 2 weeks total to get my license. They did call my 2 references rather quickly. Picking up my license took about 5 mins total. Didn’t meet with any LEO upon pick up. Only have a sportsperson license in NY but still hooked me up! Thanks everyone for all your helpful info.

Yes Sir,FYI, I'm not a lawyer. I'm going under the assumption you already have your PA non-res permit. If yes then your question is actually perplexing. If you don't have it then the answer to your question is no you can't CC. However, PA is an open carry state.

Last year, I called two criminal lawyers as well as two different offices within the Pennsylvania state police. All places told me if I was caught carrying in a vehicle without a Pennsylvania CCW, charges would stick. Regardless of my status with out-of-state PP. Both lawyers said that law only applies to law enforcement and sent me to a different part of the criminal law.FYI @Spero1468
Your NY license allows you to legally carry your firearm in your vehicle on you and ready to go in PA. You may also open carry there with no license needed. This may not be ideal to you but it is better than not carrying at all. For the time being you can legally protect yourself that way until you get your PA license.
I have to call Wyoming county Sheriffs tomorrow and see if I'm eligible for one. Hoping that owning a second home in Lake Ariel, PA with a NYC Premise/Residence and Utah non resident ccw will be good enough.
NY counties have no more than 6 months by law too.They all have to issue them by law. Call the closest ones to you and see what day and time would work best for them.
I filled out the application from Sheriff of Erie County PA. I didn't see anything on their website regarding mailing in an application. I'm not opposed to making a morning trip down there, but if I don't have to.....

You can mail in your paperwork and they’ll contact you with an appointment date and time to appear in person for photographs, or you can just walk in and do it all at once person.
For out-of-state applicants, they only accept walk-ins on Fridays from 10am-noon and 1pm-4pm.
