Well I just got an answer from the Lancaster County sheriff - they’re not doing non-residents anymore either. I guess I’ll try Wyoming. All I’m trying to do is renew. I’ve had this permit for ten years, and each renewal it gets harder.
I don't understand why you can't mail it in. Erie County PA gives instructions for non resident mail in online. Why should you have to appear in person? Criminals don't have to appear in person to court. Tell them you'll be glad to FaceTime them or do a Zoom call. Why should you be subject to further restrictions then criminals are?

I hear ya. I have no idea why - I see on line where you can do the whole initial process on line with Erie, but then they want to see you to actually issue the permit. Lackawanna was the same deal five years ago when I renewed there - an appearance in person was necessary. I didn’t care because it was close enough. Now it looks like I’m gonna be driving (or riding if I want to put some miles on my Road King).

Thank you for suggesting Wyoming County! I filled out the application and mailed it on August 17th. Today I got a call stating that I was approved and to let them know what day I will be coming to pick up my license. I can’t believe how fast that was!

What a breeze it was with Wyoming county. Took about 2 weeks total to get my license. They did call my 2 references rather quickly. Picking up my license took about 5 mins total. Didn’t meet with any LEO upon pick up. Only have a sportsperson license in NY but still hooked me up! Thanks everyone for all your helpful info.
Perfect. Mine was a background check a photo and a signature and he told me he’d get it mailed out to me within a few days. I got it in less than a week. No references.
They just make sure you’re not a felon which is a 5 minute process and approve you. As it should be.
I should also add as I’m thinking about it. Pennsylvania is very friendly on renewals. They send out reminder letters and they also have written into law that if you’re carrying on a permit that expired up to 6 months ago that you have immunity from prosecution. Very gun friendly state.

FYI, I'm not a lawyer. I'm going under the assumption you already have your PA non-res permit. If yes then your question is actually perplexing. If you don't have it then the answer to your question is no you can't CC. However, PA is an open carry state.

I have to call Wyoming county Sheriffs tomorrow and see if I'm eligible for one. Hoping that owning a second home in Lake Ariel, PA with a NYC Premise/Residence and Utah non resident ccw will be good enough.

Last year, I called two criminal lawyers as well as two different offices within the Pennsylvania state police. All places told me if I was caught carrying in a vehicle without a Pennsylvania CCW, charges would stick. Regardless of my status with out-of-state PP. Both lawyers said that law only applies to law enforcement and sent me to a different part of the criminal law.
DO NOT CARRY IN PA WITHOUT A PA CCW.

Hmmm I will have to watch for this when mine is up for renewal I remember back when I went and got my first / initial license.....

I called today and smoke with one of the deputies and she said even being from NYC and not having a ccw that I have the Utah non resident ccw I may be able to get issued a non residentPA ccw. It doesn't disqualify me for not having a ccw in NYC.
We shall see, worst case i lose out on $20 and a few minutes of my time.

wyoming county was a breeze. Got my non Rez from them with just a westchester county sportsman permit. Process took about a 2 weeks total.

I just received a call that my non-resident CCW through Wyoming county, PA was approved and when I can come in to take my photo and pickup my permit.
I mailed out the application on Wednesday of last week. The turn around was insanely fast. My two references called me yesterday saying they both received calls inquiring my character, how long they have known me, profession, shooting ability and knowledge/practice of firearm safety.
I'm damned happy that I'll be able to CCW where my second home is. It's truly sad that I can CCW where my secondary residence is but not where my primary is because NYC is a pile of shit.

Apparently the Constitutional Carry bill has made its first tentative steps in the PA legislature. I wouldn't hold my breath but maybe we will all get lucky with this.
